Officers were called to the scene at about 11:05 a.m., and police said the motorcycle rider, an adult man from Rochester, died there.
The driver of the SUV was not injured. Police also said the eastbound lanes of 40th Street SE were closed between the Highway 63 ramp and St. Bridget Road SE while the crash was being investigated.
